Can't Afford to Fill Your Oil Tank? Additional Needs Payment

If you can't afford an urgent heating-oil fill, the Additional Needs Payment can help. Who qualifies, how much, and how to apply in Ireland.

If the tank is low, the house is cold, and there's simply no money for a fill, you are not out of options. Ireland has a payment designed for exactly this kind of urgent, one-off expense: the Additional Needs Payment. It can help cover an essential cost you cannot meet from your normal income, and an urgent heating-oil bill can count.

This guide explains what it is, who can get it, how much it might cover, and how to apply, without the jargon.

What is the Additional Needs Payment?

The Additional Needs Payment is a means-tested payment from the Department of Social Protection, administered locally by a Community Welfare Officer (CWO). It is part of the Supplementary Welfare Allowance scheme.

It is meant for once-off, essential expenses that you could not reasonably be expected to pay from your weekly income. Heating costs, including a heating-oil fill, are specifically listed by gov.ie as something it can help with.

Key things to know:

  • There is no fixed amount. The payment is based on your individual circumstances and the actual cost involved. There is no set figure for a fill.
  • You do not have to be on a social welfare payment to apply. People who are working on a low income can also qualify.
  • It is not a loan. You do not pay it back.

Who can apply?

You can apply if you are living in Ireland and have an urgent expense you cannot meet. The CWO will look at things like:

  • Your weekly household income
  • Your savings and outgoings
  • The nature of the need (an unheated home in winter is treated as genuinely urgent)

E ach case is judged on its own merits, so do not rule yourself out because you "earn a bit" or "have a job". If the cost of heating your home is beyond your means right now, it is worth applying.

How much will it cover?

Because there is no standard amount, the CWO decides based on the real cost and your situation. In practice, a heating-oil emergency is usually handled as a single fill or part of one rather than an open-ended amount.

Minimum orders from suppliers are often around 500 litres, though many will do smaller emergency drops for a call-out fee. Knowing roughly what a fill will cost in your area helps you explain the need clearly. You can compare local prices by entering your county before you apply, so you can put a realistic figure to the CWO.

How to apply

There are a few ways to get the process moving:

  1. Online: Apply through mywelfare.ie using the Additional Needs Payment form. You'll need to upload supporting documents.
  2. By phone: Call the National Community Welfare Service on 0818 60 70 80 to be pointed to your local CWO.
  3. In person or by post: You can meet a CWO at your local Intreo Centre or send in a completed SWA1 form.

Have these ready to speed things up:

  • Photo ID and your PPS number
  • Proof of income (payslips, or your social welfare payment)
  • Recent bank statements
  • A quote or invoice for the oil, if you have one

In genuinely urgent cases, a CWO can respond quickly, so say clearly on the form or phone call that your home is currently without heat.
